I grew up in Northern California. Not wearing green to school on March 17 meant coming home with stinging skin, if not a couple of mild bruises, from pinching. I don't live far enough away right now for it to matter (200ish miles from where I grew up) but I'm a teacher now, and it seems as if kids just don't do that anymore. Some have heard of the tradition, but it isn't getting passed down, perhaps because of cultural mixing in schools. Some traditions have stayed, some have gone by the wayside.
I'd never heard of it until you brought it up. But I used to wear orange just to be contrary. I've lived in Michigan, Ohio and Ontario and have never encountered the custom not heard of it.

I was taught the custom by Mom (who was born and raised in NY) and by Linda (born and raised in Virginia Beach, VA).
So I can't really say it's a "northern thing" or a "southern thing."
